I have added the calendar to a page. But the calendar seems to be frozen in a state of 'Calendar is loading' but nothing happens any ideas? Same with when using the booking form. The booking form will load but not the calendar.

Its most probably that you are having some JavaScript error at that page. Please recheck your page for any JavaScript errors (usually for see what JavaScript error you have you need to press Ctrl {+} Shift {+} J for showing browser console) and try to fix them.
You can check for the most common issues on the FAQ page https://wpbookingcalendar.com/faq/ at the troubleshooting section.
You can also try to deactivate one by one all your active plugins at the WordPress > Plugins menu. Then retest it again.
If its not help, please deactivate your active theme and active the default WordPress theme. And then retest it again. May be there exist some conflict with some active plugin or actual theme and just need to find the reason of that issue.

We are trying to block off Christmas day so that no one can check-in or check-out that day. However, when I disable it in availability, it keeps reservations from being made the day before that will include Christmas day as a stayover. For example, they have to book at least 2 days. But when Christmas day is unavailable, and they try to book the day before, or any day before the 25th, it won't let them choose a check-out day after the 25th because is not available.
How can we just make that day unavailable to check-in or out but ok for a stayover?

Please create the new season, that include a week with Christmas.
Then in the Booking Calendar shortcode you can define at what week days possible to start selection and how many days possible to select.

Is it possible to have an end-day rule? it will still allow the 25th to be a check-out day with this parameter. Works fine for stopping check-in but also need to prevent check-out. thanks
For checkout you can use duration of stay depends from check in day. In this case you can omit some check out days.
Could you add that to a features list? I would guess we aren't the only ones that need to not allow check-ins and check-outs on specific days but stayover on that day. I think something similar to the start-day parameter would work, but make it an end-day. Is there a hook or snippet to prevent checkouts on certain days? Thanks!

Probably, its because of conflict with some other plugin or actual theme.
Please try to deactivate one by one all your active plugins at the WordPress > Plugins menu and make testing after each plugin deactivation.
If its not help, please deactivate all your plugins and active the default WordPress theme. And then retest it again.

Warning! The resource was not changed. Current dates are already booked there.
1. Do we have to change the resource (blue label column) before editing the booking or vice versa?
2. Is there a limit to the amount of times you can change a booking?
3. How do we fix it so we don't get this message.
Sometimes we don't get this message and sometimes we do. When we can't change the resource, the blue label is different to the description in the booking data and we can't make them both say the same tour resource.

You can activate this option “ Force change booking resource for exist booking” at the Booking > Settings General page in “Booking Admin Panel” section, if you want to skip checking availability of new booking resource during changing booking resource of exist booking at Booking Listing page.

2. Would it let you book it (in error) if you selected a date that was normally blocked out on the resource calendar? I wouldn't want to be able to change the booking to a date that was blocked out accidentally.

By default if visitor select the dates in calendar and submit the booking, then such bookings will be unavailable.
But you can activate this option “ Use pending days as available”
at the Booking > Settings General page in “Advanced” section. So dates in val will be available, until you approve the booking.

I don't necessarily want to skip this section. What I have been doing is
1. Customer makes a booking for an available date and goe through to the backend booking system.
2. Customer decides to change to another resource (tour) I click the change resource button to change the resource on the label.
3. I then click the edit resource button and select the correct resource and date. This info is shown in the data column.
4. However sometimes we get the warning message above.
So my concern is if I amend the general settings to "force change booking...", when I'm doing step 3 above, will that show all the dates as available, even if some of the dates have been blocked out as unavailable.
I want to be able to edit the booking and change the resource label without getting a warning message and when in the edit resource section, it show any unavailable dates that have already been set so I don't accidentally change to a date that is not available.

Yes, system will use it as all days available.

Changing of dates possible todo only inside of the own booking resource. And then you can change booking to the another booking resources. Or change booking resource and then edit the booking by changing the dates.
